Responding to claims made by US Secretary of State Hillary Clinton, the Foreign Minister stated that Russia complies with international law and is merely fulfilling previous obligations with Syria related to air-defense systems.
Speaking in Tehran on Wednesday, Lavrov was unequivocal about Russia’s military trade relationship with Syria, which is presently involved in protracted hostilities between pro-government and opposition forces.
“I already said during one of the news conference in Moscow several days ago that we are now finishing the fulfillment of contracts that were signed and paid for a long time ago. All of (the contracts) are solely for means of air defense,” Lavrov told reporters in Tehran after talks with Iranian Foreign Minister Ali Akbar Salehi.
Russia supplies Syria “only with something that Syria would need in the event of an armed attack on it from without,” the minister added.
Lavrov stressed that Clinton’s comments were at direct variance with Pentagon reports.
“I would draw your attention to the fact that after that statement by Clinton the official spokesman of the Pentagon said there was no such information in the Pentagon,” he said.
Lavrov denied that Russian weapons exports to Syria violate any international treaties. Nor do they contradict export legislation, he said, mentioning that Russia is internationally respected as having one of the world’s strictest set of export laws.
“We don’t supply Syria or anyone else with things that are used to fight against peaceful demonstrators, unlike the United States, which regularly supplies that region with such special equipment,” he said.
Lavrov then referred to one such US shipment that “went to one of the Gulf countries recently,” something that the “Americans consider…to be acceptable,” he said.
Meanwhile, the sole intermediary agency for Russia’s export and import of defense-related products, Rosoboronexport, refused to comment on Clinton’s remarks. However, they mentioned that the company does not supply military equipment to foreign countries that fall under international sanctions.
“Rosoboronexport as a state intermediary of the Russian Federation does not supply to foreign countries weapons and military equipment in breach of the UN Security Council requirements and other international agreements,” an official representative of Rosoboronexport told Interfax-AVN on Wednesday.
While Washington seems to be throwing its weight behind the Syrian political opposition, Moscow, which has refused to openly take sides in the conflict, is calling for both sides to abide to the conditions set down by the Annan ceasefire plan.
Set out by former Secretary-General of the United Nations Kofi Annan, the plan calls for both sides to immediately lay down their arms.
Meanwhile, Konstantin Makiyenko, deputy director of the Center for Strategies and Technologies Analysis, said the US has no moral right to lecture Russia on weapons supply to Syria, adding that the helicopters Clinton was talking about likely underwent maintenance in Russia.
“Even if we assume that combat helicopters are now indeed being passed to Syria, this action would not at all contradict the current norms of international law dealing with weapons trade,” Makiyenko told Interfax-AVN on Wednesday.
The Russian analyst went on to say that the United States, which provides military weapons to many global hot spots, has no right to lecture Russia on the subject.
The US “sells huge amounts of weapons to the repressive Saudi regime, which took part in the tough suppression of peaceful Shiite protests against the despotic regime in Bahrain,” Makiyanko said. “Systematic suppression of the opposition takes place in Saudi Arabia. The US has no moral right to lecture Russia on who should get weapons and who should not.”
During her public appearance with Israeli President Shimon Peres, Clinton said the supply of helicopters will lead to a sharp escalation of the conflict in Syria.
Meanwhile, “Russia has recently refrained from supplying weapons to Syria that could play a decisive role in the authorities’ fight against illegal armed groups, which are financed and supported from abroad,” Makiyenko added.
The Russian arms expert went on to say that Clinton’s comments are part of a broader western “media war” being waged against Syrian President Bashar al-Assad.
“If the statements made by State Secretary Hillary Clinton have any relation to reality, she most likely meant the supply f helicopters that underwent maintenance in Russia. In general, the US state secretary’s invectives are in line with the broad media war waged in the West against Bashar Assad’s regime,” Konstantin Makiyenko said.

On Friday, the Russian General Staff announced it will send warships from the Black Sea Fleet to the Syrian coast. The deployment will protect the Russian logistics base in Tartus, Syria.
Russia has historically maintained a strong bilateral relationship with Syria. Its only Mediterranean naval base for the Black Sea Fleet is located in the port of Tartus.
“Several warships of the Russian Black Sea Fleet, including large landing ships with marines aboard, are fully prepared to go on the voyage,” the General Staff told Itar-Tass.
In late May, Russian and Western media reported that the Russian-flagged bulk cargo vessel Professor Katsman docked at the Syrian port of Tartus and delivered weapons to the al-Assad regime. The Ford Foundation funded NGO Human Rights First also made the claim. Amnesty International, a Soros funded NGO, has called on the Russian government to cease the transfer of arms to Syria in compliance with UN Security Council recommendations.
“Either the U.S. intelligence service works poorly or they have a poor knowledge of geography,” a source with the Russian General Staff remarked in response to the allegation.
On Sunday, The Telegraph reported that the United States has enlisted the help British officials to stop an alleged shipment of MI25 helicopters from the Russian Baltic port of Kaliningrad. The MV Alaed, a Russian-operated cargo vessel, is said to be sailing across the North Sea en route to Syria. The U.S. wants the ship’s insurance cover removed under the terms of a European Union arms embargo against Syria. Removing the MV Alaed’s insurance would make it difficult for the cargo ship to dock in port.
In April, a German cargo ship was prevented from docking at Tartus. The ship allegedly carried a cargo of munitions sent by Iran to the al-Assad regime.
Secretary of State Hillary Clinton and U.N. ambassador Susan Rice used the claim to accuse Russia of arming the al-Assad regime.
“The new Russian weapons supplies add to Syria’s massive arsenal of hundreds of Soviet-built combat jets, attack helicopters and missiles and thousands of tanks, other armored vehicles and artillery systems,” the AP reported after Clinton’s accusation that Russia had sent attack helicopters to Syria. “Russia said it also has military advisers in Syria training the Syrians to use the Russian weapons, and has helped repair and maintain Syrian weapons. Some experts alleged that the helicopters Clinton said were en route to Syria could be old ones that underwent maintenance in Russia.”
Russian Foreign Minister Sergei Lavrov has denied the accusation. In a statement on June 15, he said that “many years ago” Russia sold helicopters to Syria, but is now only repairing the helicopters.
Former Clinton bureaucrat and United Nations ambassador Bill Richardson used the accusation to call for arming Syrian rebels “in an effort to protect civilians against government forces loyal to President Bashar al-Assad,” according to Fox News.
The Free Syrian Army now active inside Syria is supported by the CIA, MI6 and Mossad. The rebel group held talks with the NSC last week in an effort to acquire heavy weapons, including surface-to-air missiles. According to witnesses and other evidence, the FSA is responsible for the massacre in al-Houla, Syria, not the al-Assad regime as was widely reported by the media in the United States and Europe.

The crisis in Syria has brought to the center of Western political discussion certain truths that were previously regulated to the “fringe,” and subject to ridicule. Western media brainwashing of the Western world has subsided. The temperature, flow, and nature of the political waters are changing rapidly. Buried truths have resurfaced. And new lies that are told by the media are sinking quicker than in the past, when the counter-balancing alternative media was not as influential as it is today.
Waves upon waves of facts have landed on the shores of Western mainstream thought, right as the mighty wall of Western propaganda is collapsing to pieces at the bottom of the political ocean. The tsunami of truth is countering official Western narratives, not only about Syriabut also about the false flag 9/11 events and the West’s war on terrorism in general.
There was a time when calling Al-Qaeda the best friend of Washington was an opinion that only loony “conspiracy theorists” endorsed. These days, even the New York Times is publishing editorials that pretty much say the same thing, although in a less direct way.
The truths that Washington created Al-Qaeda, has repeatedly aided terrorists and Islamists, and sponsored the 9/11 state terrorist attacks with Tel Aviv are no longer taboo to discuss and defend. The pressure of being called a “conspiracy theorist” for stating suppressed facts and exposing government propaganda is not scaring many people anymore.
The question now is not who believes the U.S. and Israeli governments did 9/11, but who doesn’t? The vast majority of the world does not take the official version of the 9/11 events seriously. They know it is a big lie.
Reality is reasserting itself in the West. The conspiracy theorists are not on the fringes of Western society, but in the CIA, the U.S. State Department, the White House, Mossad, MI6, and the propagandistic Western media. Secretary of State Hillary Clinton is a conspiracy theorist for making stuff up about Russia selling new helicopters to the Syrian government.
But Clinton is not a lone conspiracy theorist. She has a lot of company in the U.S. government, which is ran by professional, full-time conspiracy theorists. A while back, the CIA changed its name from Central Intelligence Agency to Conspiracies Indoctrinating America, so it isn’t surprising that conspiracy theorists run America.
In his article, “US Attempting to Trigger Full Proxy War in Syria,” Tony Cartalucci writes that Clinton’s conspiracy theory regarding Russian helicopters is just a small part of a systematic effort by Washington to criminalize the Syrian regime with false propaganda. Here is an excerpt from his article:
“Over the last week, the US has been outright caught lying – admittedly by Pentagon officials, regarding Russian gunships being shipped to Syria. Now that we know who the real conspiracy theorists are and what their agenda is, we must unwrap the other undefined and politically charged phrase that is constantly used by U.S. and Israeli politicians as well as the Western press: “international community.”
This phrase is always deployed by the Western press in a U.S.-specific context to imply that U.S. positions on political and geopolitical questions reflect the will of the international community, while the positions of other governments are not based on the will of the international community, but rather their own self-interest.
French journalist Thierry Meyssan tore apart the claim that Washington’s aims and the international community’s interests are the same in his article, “Syria: What the Security Council Said.” Meyssan wrote:
“The Western and Gulf media have long had the habit of using the expression “international community” to designate groups of states led by the United States to the exclusion of others. One reads with regard to Syria, for example, that “Russia and China oppose the international community” (sic).”
The will of the majority of the world’s populations and states is not being represented at the United Nations. And the will of Western populations is not represented by Western governments. In the long run, this is a recipe for a political disaster.
The oligarchical and dictatorial U.S. government has a sophisticated propaganda strategy to make people believe its version of history, but, at the end of the day, it really doesn’t care about the opinions of its own people, let alone the international community. Washington has the biggest guns, so its view is “to hell with public opinion.” The tyrants in D.C. believe state violence is enough to maintain its ill-gotten power over the American people and the international community.
The U.S. shadow government also isn’t ashamed to use weapons of mass destruction on Middle Eastern cities and kill millions of innocent people to get its way. So even if Washington’s totalitarian propaganda fails to convince the world that its course in the Middle East is just, legal, and right, who cares? Might is right according to the thugs in Washington D.C.
Say what you want about the political leadership of Nazi Germany and the Soviet Union, but at least they didn’t have the arrogance to claim that they represented the will of the international community and the whole human race. Stalin was a Christian saint compared to the Satanic and fascist mass murderers who rule Washington today. Mao was a mouse compared to the black cat in the White House, aka Barack Tse-Tung.

Over the last week, the US has been outright caught lying – admittedly by Pentagon officials, regarding Russian gunships being shipped to Syria. In New York Times’ “Copters in Syria May Not Be New, U.S. Officials Say,” a senior defense department official admitted when US Secretary of State Hillary Clinton made her fraudulent claim regarding Russian weapon shipments, she “put a little spin on it to put the Russians in a difficult position.”
The New York Times continued by stating, “Mrs. Clinton’s claim about the helicopters, administration officials said, is part of a calculated effort to raise the pressure on Russia to abandon President Bashar al-Assad, its main ally in the Middle East,” indicative of the campaign of propaganda and lies orchestrated by the US State Department, the British Foreign Office, and Western and Gulf State news outlets around the world to demonize both the Syrian government and its extensive allies around the world, contrary to the facts on the ground.
Also adding to the torrent of propaganda was Human Rights Watch (HRW) and US State Department-run Amnesty International, both of which are funded by convicted criminal, Wall Street speculator George Soros, which attempted to level charges of “abuses” by Syrian forces, as always based solely on the “witness accounts” of admitted members of the opposition. The United Nations as well attempted to frame Syrian forces for using “children” as human shields. Despite having 300 monitors on the ground in Syria, again, the report was compiled solely using opposition “witness accounts,” reminiscent of a late 2011 UN human rights report also compiled from opposition hearsay, in Geneva – not even Syria – and compiled by Karen Koning AbuZayd.
AbuZayd is concurrently a member of the Washington D.C. based Middle East Policy Council, along side current and former associates of Exxon, the US military, the CIA, the Saudi Binladin Group, the US-Qatari Business Council and both former and current members of the US government – illustrating an immense conflict of interests and devaluing the UN’s credibility to unprecedented lows.
However, as evidence continues to point the finger at opposition sectarian extremists for the massacre at Houla, Syria, and at NATO-armed foreign fighters filtering into Syria to repeat atrocities now fully documented in Libya, organizations like Amnesty, HRW, and even the UN itself are increasingly losing credibility to convince all but the weakest of minds.
Despite this, the West continues to seek ways of arming sectarian extremists operating in Syria under the banner of the “Free Syrian Army” (FSA), with the Washington Post confirming in their article, “Syrian rebels get influx of arms with gulf neighbors’ money, U.S. coordination,” that weapons, cash, and logistical support is indeed being provided to terrorist forces in Syria by the United States, Saudi Arabia, Qatar, and other Gulf States even as the West berated the Syrian government for “violating” the terms of a ceasefire allegedly being brokered by Kofi Annan. The West is doing in reality what they admittedly are lying about Russia doing for the sake of “raising pressure,” with Russia in turn leveling much more credible accusations against the US for arming sectarian extremists in Syria.
The Western press is now intent on portraying the violence in Syria as a “civil war,” despite the fact that the vast majority of weapons, cash, and fighters constituting the “Syrian opposition” are actually foreign. This includes hundreds of sectarian extremists who have invaded from Libya (and here) and Lebanon as planned since 2007 as described in Seymour Hersh’s “The Redirection” in the New Yorker.
Russia, Iran, Syria, China, and the ALBA nations of South America are attempting to promote the actual fulfillment of the Kofi Annan peace plan, seemingly sabotaged by the West from the very beginning. It appears that the West merely used the ceasefire as a means to demonize the Syrian government while regrouping, rearming, and redeploying their proxy forces throughout the region.
What follows next depends entirely on the resolve of the Syrian people to resist what is essentially a foreign proxy invasion – not a civil war. This will be affected greatly by the support Syria gets from a world increasingly aware of the “international community” led by Wall Street and London plotting Syria’s fall that would be but another step toward the inevitable destabilization and collapse of each remaining sovereign nation-state. The tools left for the West to utilize is propaganda and terror, both of which should be expected to be used with increasing frequency, even if by doing so it diminishes its overall effectiveness.
There is no turning back for the West, it has created a global cascade of destabilization, revealed its hand that it is aiming not only to overrun all of the Middle East, Central and Southeast Asia, but eventually Moscow and Beijing as well.
